 Rookie Street Judges are simply that, rookies in the process of becoming proper Street Judges.
 They are not given a Judge's kit and are not allowed to perform the duties of Judges without their instructor present.
 A rookie Street Judge is expected to pass a specific test dictated by their instructor. Upon passing their test, they are promoted to Street Judges.
